In heraldry, the anchor is an emblem of hope and the heart is symbolic of love and charity.  The anchor overlaid with a heart with heart often represents HOPE IN THEE.

Impressed from a rather beat up post medieval/Georgian era (1485-1750) wax seal tobacco pipe tamper wax seal signet ring, a dig find from the banks of the River Thames ... shown in the photos but not available for purchase.

The matrix on this signet depicts the image of an anchor with a superimposed heart surrounded by an oval border.  The anchor is symbolic of hope, the heart represents love so the meaning could be hope and love but … the stock of the anchor, that horizontal arm set at right angles near the upper part of the anchor shank might be a hidden cross.  If that was the intention in the making of this seal it would represent faith, hope and love … the theological virtues.

Pipe smoking was introduced in 1585 by Sir Walter Raleigh and that stimulant called tobacco became quite popular. If one wanted a smooth and even draw of smoke, a pipe tamper was required to push, or tamp, the tobacco down into ones pipe bowl.  
It might seem strange to see a woman smoking a pipe but remember, the old clay pipes were the cigarettes of their time so it was very common to see a pipe perched between the lips, or nestled in the hand, of many men and women.
