In heraldry, the skull and crossed thighbones are symbolic of mortality and the crown represents monarchy, state and power and denotes dignity and accomplishment.
It is said that the crown above the skull head may represent that death is the master of all and I've also read that when the skull or skeleton is depicted with a crown it is the symbol of Christian death.  It is also symbolic of loyalty.  
The skull is often called the Latin MEMENTO MORI meaning remember your death and is meant to inspire you to intentionally think about your own death every day, as a means of appreciating the present and focus on the future.
